Tony Higgins worked in local government regulation for nearly 30 years, principally in environmental protection, but also as an independent environmental consultant for the last 15 years. Tony worked as a regulator, and is familiar with evidence gathering, enforcement, and legal processes across a number of regulatory regimes. His technical expertise covers a broad range of environmental disciplines including;
* General environmental auditing
* Planning and Licensing
* Environmental permitting (including waste)
* Environmental noise assessment, (nuisance,
permitting, planning and licensing regimes)
* Health and Safety auditing and consultancy
* Development of standards and guidance
* Expert witness (court, planning/public enquiries,
arbitration).
* Disaster Management and incident response
* Lecturing and training Tony has regulated or provided consultancy advice to a wide range of major industrial processes as varied as large foundries and vehicle manufacturing plants to pharmaceutical installations and sausage skin manufacture. As well as carrying out feasibility studies for tyre pyrolysis plants, and strategic policy reviews for environmental permitting of the minerals sector. Tony has worked for both private companies and local authorities providing evidence and advice at both inquiry and court for noise and odour. Tony has lectured on environmental law and practice at Wolverhampton University and Birmingham University and is has been an EMAQ trainer delivering practical courses on a range of environmental disciplines to local authority regulators for the last 20 years.
